Barr. Abbas Bello

Barr. Abbas Bello is the new Head of Civil Service of Niger state. He was born on the 24th November, 1956. He attended Local Education, Central Primary School, Minna between 1962 – 1966, Central Primary School, Paiko 1966 – 1968, Government Secondary School, Minna between 1969 – 1973, Ahmadu Bahago Teachers’ College, Minna 1974 – 1976, School of Basic 1978 – 1979, Ahmadu Bello University, Zaria 1978 – 1982, Nigeria Law School and called to Bar Certificate 1983, National Youth Service Corps 1983 – 1984, Nigeria Institute of Advanced Legal Studies, Lagos Certificate in Legal Drafting 1986, Nigeria Institute of Advance legal Studies, Lagos Certificate in Practice Procedure 1990, Loyola University Law School, New Orleans, USA Certificate in Legislative Drafting 1991, Ahmadu Bello University Zaria Master of Laws (LL.M) (Public Law) 1993.

His numerous experiences includes:  Prosecution on behalf of Niger State Government; Defending the government in civil cases; Drafting and vetting agreements; providing legal services to the State where the need arises; Defending National Electoral Commission in Election Petition cases; Drafting of Bills, Motions to the Niger State House of Assembly (1991 – 1992) ;Defending the State Government at the National Census Tribunal, Abuja (1993); General Administration of Ministry of Justice Chairman of several committees; Secretary of several committees in the Office of Secretary to Niger State Government, among which are: Productivity and Honours award; Committee on drafting of Executive Orders to regulate certain activities in Nigeria State.

Until now, he has served as Appointed Registrar, High Court of Justice, Minna 1992; Appointed State Counsel II, State Counsel I, Senior State Counsel I, Principal State Counsel 1984 – 1988 ; Represented the Honourable Attorney General and Commissioner for Justice at “Prerogative of Mercy” Niger State; Represented Niger State Government at the Census Tribunal, Abuja; Secretary General, Nigeria Bar Association, Niger State Chapter; Appointed Chief Legal Draftsman to Niger State House of Assembly 1990; Appointed Deputy Director of Public Prosecution 1993; Appointed Ag. Director of Civil Litigations, Ministry of Justice, Minna 1995; Appointed Ag. Director of Public Prosecution 1996; Appointed Director of Public Prosecution 1996; Appointed Monitoring Officer National Electoral Commission, during the House of Assembly Election 1997; Appointed Returning Officer by Independent National Electoral Commission; Appointed Solicitor General/Director General – June 1998; Appointed Solicitor/Permanent Secretary 1998 – 2008; Represented Attorney-General and Commissioner for Justice at the Fora of Attorneys General held in Lagos, Makurdi, Abuja, Akure and Yenagoa; Represented Attorney-General at several meetings; Transferred from Ministry of Justice to SSG’s Office as Permanent Secretary, Political Affairs 7th July 2008 – 27th December, 2008.; Chairman, Secretary and member of several committees 2008 ; Posted to Law Reform Commission as Permanent Secretary 28th December, 2009 to date.
